Who manufacture this microcontroller?

I opened up a display showing video advertisement that i received in my mailbox. I wanted to see the embedded system and see how they made it.
I stumbled upon this microcontroller. I can't seem to find any datasheet or similar about this microcontroller. Does anyone know who the manufacturer are or if you know anything about this microcontroller?
