Controlling AC air Pump with PWM

Salutations to all!

I have a 220V 0.013Amp electromagnetic AC air pump similar to the one in the link.

1)Is it possible to control the outflow of the air pump through PWM ? Slow and fast?
2) If yes then will it affect the life of the pump?
3) how do we control the spikes of the AC current if controlled through PWM?
